It really depends Scott. There are many markets out there. Top tier is what most writers want to get published in. You can find these in our Top 50 Literary Magazines list, for example. If you are a new writer looking to get published, I would say start with new magazines and work your way up, but honestly the better answer is submit to as many and as often as you can.
